Jill P. Carter
Attorney · Former Director, Baltimore Office of Civil Rights and Wage Enforcement · Former Maryland State Senator
As the launch of GhostPost approaches, Jill Carter is the person who immediately came to mind, for her tireless advocacy for people without a voice in the rooms where decisions are made.
Before the Maryland General Assembly she directed Baltimore’s Office of Civil Rights and Wage Enforcement, ensuring what an employer owed a worker was what a worker actually received.
Her career’s question —
Who isn’t being seen? Who isn’t being heard? And what happens when nobody is paying attention?
— is why she came to mind.
GhostPost makes the invisible visible — what appeared, where, when it changed — which is what she has done for people.
“Ghost job transparency is a win for Maryland workers and responsible employers. It respects applicants’ time, strengthens trust, and ensures that advertised opportunities are real.” — Senator Emerita Jill P. Carter
Different arena, different tools, same instinct.
Her father Walter P. Carter was a civil-rights leader who helped organize the Freedom Rides along U.S. 40 and led the fight to integrate Gwynn Oak Park, forcing it to open its gates to Black families in 1963.
Jill picked up that torch and carried it forward, in her own way, on her own terms.
Welcome to THE LOOP, Jill.
